[Psi-devel] Bug: Add toolbar

With this thread about the toolbuttons, I started fiddling around with it
and found this. When you add a new toolbar there are two bugs. One minor
and the other one major. The first is that the new toolbar is not
automatically selected after you click Add.

The second is that the two action list views don't get enabled when you do
select the new toolbar in the drop down box. This will occur if you just
opened the Configure Toolbar dialog. If you fiddle around with it you can
enabled them by clicking Apply and then reselecting the new toolbar.
