[Delta] QCA and Qt 4

I'm wondering, is it worth supporting both qt 3 and qt 4?  It might not be too 
hard to make qca work with either lib, selectable at compile time, but this 
could result in some confusion if qca is considered to be version 2.0 in both 
cases.

For example, what if Psi uses qt 3 and qca 2, and KDE uses qt 4 and qca 2?  
The distro would have to bundle two qca libs, and give them special names 
(like "libqca2" for the one based on qt 4, and "libqca2-qt3" for the one 
based on qt 3).  This would happen to the plugins also.

It seems like we may want to avoid this trouble by making qca 2 require qt 4.  
The downside is that an application like Psi would have to upgrade to qt 4 
before it could use qca 2.
