[Psi-devel] Availability and priority

I was talking to tapo in jdev, and he asked a question about priorities and 
availability. He was wondering if going away or to DND would change your 
priority. This sounds like a good idea, and thought Psi could benefit from 
implementing it. Basically if you went away it would set your priority lower, 
and DND would be lower, etc.
