Yeah, you'll have to use the non-commercial edition from the recent Qt book,
or grab the evaluation version from the website if you want to develop on
Windows. Generally, Windows development is reserved for those who have Qt
licenses.
Btw, Qt does support transparency on Windows and Mac. See the QWidget docs.
