In particular, once you Kick someone, they are no longer there to right-click.
Same goes for Ban.  So in both these cases you'll need a room-wide Kick/Ban list which
users can be removed from, which will be completely separate to the drop-down menu.

Voice could easily be a top-level checkbox.  And then everything else in the advanced
screen as Hal suggested.  Membership and moderatorship (is that even a word?) don't
get changed often enough to be granted the privilege of a drop-down menu.  The result
is a single drop-down with a single dialog if the user picked the "Advanced..." option.
Nice and simple.

And also, don't display any options which can't be done by the user.  If I'm a normal
user I don't even want to see the Kick option. :-)
