Hmm... is this really a good idea? For me, it seemed to be a
set-once-and-forget option.

Anyway, I think that a toolbar does not introduce any new functions in
nicely designed GUI. The only role of the toolbar should be to provide
shortcuts to actions that may be accessed via menus. (Options dialog is
accessable via menus, so all actions from this dialog count as via-menu)
