A History Browser shouldn't be necessary?
(I've convereted the "Manager" idea to "History Browser" down below in that
e-mail)

Well, let's see... when registering a transport with 80 contacts you receive:
1. 80 authorization requests
2. 80 normal messages with you have been subscribed
As far as I have understood, the fist problem has been dealt with.
Unfortunately, some users might not have the "auto-authorize" option enabled
and still, you have to authorize by hand everybody. Using a centralized Event
Queue managemement, it doesn't matter you apply one action to only one event,
or to many. It's a matter of selecting more events of the same type and
choosing an action for them, no matter whether this is "authorize", "delete"
or something else.

Indeed, the cause should be fixed. Nobody wants to receive 80 events and deal
with them knowing they're not useful AT ALL.
The above design not only provides a workaround for the
authorization-messages-flood, but also provides a framework for other actions
such as History Browsing (checking new events is like checking history with a
filter on "unread" events).
