What to do about it?

I want to see about picking it up again.  I've been talking to Eric de
Boer, the author of Jeti.  He supports not only emoticons, but roster
iconsets too.  After speaking to some others in the jabber community,
He and I were wondering if it would be better to split jep38 into a
client-side informational (recommendation) JEP, and a new
standards-track JEP that would deal with the sharing and coordination
of iconsets between clients (so that you are looking at the same set).

This would allow the JISP format to be pushed through pertty quickly I
think, because I think 4 or 5 clients can use them now.  Psi, Pandion,
Jeti, and Eric said JAJC as well.

Before going forward on standards-jig, I wanted to discuss here.
