[Psi-devel] Bad disable menu and toolbar check in test1

It seems like I have a reproducible bug for test1 that's probably not too 
hard to fix. :-)

Here's the steps:
1. Create a new profile.
2. Accept enough stuff to get to an empty roster.
3. Right-click on a toolbar and configure.
4. Disable both enabled toolbars.
5. Press OK.
6. Error message pops up saying that one cannot disable all toolbars and the 
menubar, although the menubar is enabled and shown (by default).
