The new plan is for all items from cutestuff to be associated with some
project. Instead of being in a centralized location without any association,
they will be found in the "src/tools" subdirectory of a related project.

The tools rules are basically the same as the cutestuff rules. Items can
depend on anything that the related project already depends on, but they
cannot depend on the project itself. They can also depend on each other, but
only in a hierarchal way, not circular.

The following items have been moved out of cutestuff and into psi/src/tools:

  crash
  dirwatch (with example)
  globalaccel
  idle
  openpgp (with example)
  systemwatch
  trayicon
  zip

Someone might want to throw a README in there, maybe like the one originally
found in cutestuff.

Note that you still have to checkout the cutestuff module to build Psi, as
there are some items in there that Iris needs. However, those items will
soon be moved into Iris itself, and when that happens there will be no need
to checkout cutestuff anymore.

What will happen to cutestuff after all this you ask? Who knows, either it
won't exist, or maybe it'll become the new playground name (currently
neatstuff).
