[Psi-devel] flyspray stuff

Don't know that anybody cares but me, but Flyspray has a subtle update
that I appreciate.  :)  All of the tabs (comments, attachments, etc.)
are now loaded simultaneously, and javascript is used to flip the tabs
between visible and invisible, thus making the transition between them
instantaneous.
