I think the upgrade should be done inside Psi. Not anyone uses the installer.
The same thing should be done when the config files will change.
I think such a 'translation' code is already for the config options which are 
not backwards compatible.

Of course, the extra code necessary for this should be removed after, let's 
say, 2 version of being in use (that would be 0.12, if it's implemented in 
0.10).
