What's wrong with combining the two approaches?

I see no reason why I can't go into the Service Discovery dialog, navigate 
through a tree of commands, then right-click and choose "Execute Command".  
Well, except that Psi can't do it yet, of course.  But still, it's reasonably 
intuitive.

Something makes me wonder whether it's considered acceptable for a node of 
type "command-list" to contain further nodes of type "command-list", in this 
case.  With something like a server, there are clearly _way_ too many 
commands to present in a single drop-down box.
