You cannot provide the same the same IPC interface on all platforms,
because different OSes have different IPC methods.
(I mean the interface used from "outside" of Psi)

- - preventing many instances of the same profile running at the same time
- - command line option to run a specified profile
- - preview/install JISP files
- - sending files (on Windows it could look like: right click on file,
Send To, Jabber contact)
- - CLI option for showing/hiding the roster (Task410)

I don't know ;)
As I said, before I could think well about Linux implementation, someone
of forums suggested using dbus. I don't know why the user wanted to have
dbus in psi.
