Since this XMPP URI would be stored in the key itself and not in the 
signatures
it makes on other keys, you're basically saying that you need the key in order
to obtain the key. :-)

The problem is this:  signature says "signer's key id = 0xCE592745".  
Now, given
that information, how do you obtain the key?  A keyserver is the 
obvious way to
do it.  Another way would be a little distributed network where you ask the
person whose key was signed by that key, for a copy of the key.
