in windows 2000/xp it should be somewhere around "c:\Documents and
Settings\<USERNAME>\PsiData\profiles\<PROFILENAME>\config.xml"

open xml file (while psi is closed) goto: preferences->events->priority
and try following settings:
<priority>
  <message>1</message>
  <chat>1</chat>
  <headline>0</headline>
  <auth>2</auth>
  <file>3</file>
</priority>
it sets following order: file transfers, auth events, messages, headlines
