Sure, Gstreamer does all that for you. It's basic concept is about building
"pipelines", for example 

(video)file input -> convertion -> some cool filter effects -> audio remixing
-> output in file

or

video capture input -> mixing fake 5.1 sound by copying channels -> displaying
video using 9 monitors on a videowall

Since every part of the pipeline is a plugin, possibilities are almost
endless. :-) output like xvideo sink etc. are plugins like every other output.
