I'd say that this is already too late for sending iq:version request.
Why? Because then I'd have either wait for a long time before getting
the popup or I'd have to hover over the contact twice (first would send
the request but show a popup without the info, second would contain the
information that just arrived)

How about fetching the information slower? Don't sent 200 iq requests at
once, but send them with small delays between the requests. This way it
would took a bit longer to gather information about all contacts, but it
wouldn't create big transfer in a small amount of time.
BTW: We could keep vcard information almost up-to-date in a similar way.
For example, once per hour psi would fetch one vcard, every time a
getting vcard for a next contact. After some time, it would fetch first
contact's vcard again, etc. Of course we'd have to remember last fetched
vcard somewhere in config file not to start with the first contact every
time it's restarted.
