"We" being the JISP developer, rather than Psi, yes... unless Psi does get SVG 
support on all platforms.

In any case, even if Psi did have SVG support on all platforms, if you had a 
really cool JISP file, you couldn't send it to your friend on Pandion and 
expect it to work.  Ideally the developer should offer sensible fallbacks.

In that regard, JISP development is no different from web development.
