I'll try to be very very short.
Note:
Taken into account that a rule can either block or allow, I will consider a
toggle option (on=block, because they're called "PRIVACY lists")
Take Remko's Privacy Dialog:

(I.M.=incoming message, I.Q.=incoming query, I.P.=incoming presence,

Replace the rules text list with a 2 columns list

How to read:
1. I don't want to send/receive anything from spammers.com
2. I want to allow everything to/from myfriend at uni.net (university)

This is a bit more difficult to gasp because of the "Action" column, but it
makes more sense for the "allow" rules.
Notes for both designs:
1. "I.M etc" are just abbreviations in my design. They can be whatever:
a) icons (checkable or not)
b) text (please note the "incoming"/"outgoing" attibutes - words like
"queries" and "messages" are not very clear considering that presence can be
blocked both ways)
There can be an "Edit rule" button for the case when the icons are not
checkable (or text is used). The "Edt rule" dialog would look just like
Remko's but without the "Allow/Deny" dropdown (Remko already mentioned this).
The checkboxes there could be added to a group...

Maybe the dialog should be renamed "Edit Privacy Rule" to sugest more that
what you're clicking will be blocked.
Arguments against the roster representation with clickable icons:
1. I have a BIG roster (100+ contacts) - I'm not alone in this situation
2. I don't want to scroll for 100+ contacts just to create one tiny rule for
one of them
3. I don't want to have my list separated on many tab pages (I'd like to see
it just at a glance)
Well.. that's about it.
After this long talk, I believe privacy will look its best when it will be
implemented in Psi :)
