./configure --with-growl=....
The path should contain Growl.framework. Typically, you will put this
framework in a global frameworks dir (/Library/Frameworks) such that
you can omit this option.

To do that, you need to modify mac/Makefile to reflect your settings,
and then do a make in the mac/ dir. This is all documented in the
build instructions inside of the Psi bundle.
