Very quick(ly written) guide:

1. Go to http://aspell.net/win32/ and download 
http://ftp.gnu.org/gnu/aspell/w32/Aspell-0-50-3-3-Setup.exe (the topmost 
link)
2. Scroll down the page and download 
http://ftp.gnu.org/gnu/aspell/w32/aspell-dev-0-50-3-3.zip (the link 
second bullet in development section, below the table with dictionaries)
3. Scroll up to get the dictionaries you want most.
4. Install aspell itself (the first file), unpack the archive (the 
second file) to the same directory, run the setups for dictionaries 
(note that the setups create a temporary dir, run a script from it and 
close the shell, yuk!).
5. If you have more than one dictionary, set up the LANG environment 
variable to the language identifier.
6. Correct ./win32/Makefile to point to the correct directory with 
aspell files (ASPELLDIR variable?).
7. Compile Psi.
