I'm still using Windows and I have the same impression. And the "small 
widget" is quite often the icon's menu itself. Menu which has one 
default action, which is displayed in bold and activated by 
doubleclicking the icon. The only icon that I can think of that behaves 
differently is my soundcard mixer icon, and I usually end up opening it 
twice (having two windows), because I double click it.

BTW: I never used to know which behavious I had set up in Psi, as I used 
global hotkeys for this since ages, but now I'm running nightlies and.. 
I quite often have to click three times, because (for some reason) I 
have single click set up, but usually go for double click. (Maybe I 
should change this option at last..)

The way I descrived above: one click - menu, double click - open.
(checked using MSN Messenger 7.0, as I'm on Win2k temporarely and cannot 
install latest version, will check tomorrow).
