Well, truth be known, the server itself doesn't even have to have a proxy, its 
disco just has to point at some server which does.

What would be really interesting if there were some list of public file 
transfer proxies which servers could just randomly list to the user, so that 
when clients go and discover the proxy they would be able to find something.  
It would be like those web pages full of anonymising web proxies, only the 
user wouldn't have to lift a finger. :-)
