As far as i know the current implementation doesn't allow animations
for emoticons. But i think nobody is really happy with the current 
code. There was some talk that Adium-like themes would be good and
some talk to maybe switch to some Qt only webkit port and doing
something with "real" html.

i think if you want to help with working out the details it will
help to get animated emoticons. (i hope the webkit port can
render animations without much hand holding from psi, in case
that is what we agree on to use)
