The answer is "no" to both questions. I'm aware that the in-memory 
history data structures increase the memory usage.

After sending the previous post, I've committed some tests. I've sent 
myself (between different accounts) a simple message with a title, and 
the working set rocketed by ca. 2000 KiB each time I've sent a message, 
dropping down ca. 1500 KiB few seconds later, after a message was 
received. Nevertheless, sending 3 messages has increased both private 
bytes (by some 1300 KiB) and working set (by some 1500 KiB).
