1. Excellent, we need OTR IMHO.
2. Plugins aren't ready yet.
3. I think (but don't pay take my word for it, I'm not a dev) that OTR
would best be implemented as a plugin.
4. I think GPG is going to be moved off into a plugin, someone correct
me if I'm wrong on that.
