You don't need to write a XEP in order to make an extension.  You just need to 
put the data inside an XML element instead of using plaintext whitespace 
hacks.  The element can be in some other temporary namespace initially.

Besides, you're thinking about XEPs backwards.  Once code exists which 
implements some kind of extension, *then* it is time for someone to write a 
XEP.  The world would be a mess if people invented protocols before working 
code existed. (RFC 3923. *cough*)
