[Psi-devel] Psi-0.11 support for older OSes

Nominally we support Win98 as the oldest Windows OS.  We officially
dropped Win95 support a version or two ago IIRC.

Here's the QT statement:

Qt is available for the following platforms:

    * Qt/Windows (Microsoft Windows Vista™, Server 2003, XP, 2000, NT 4, Me/98)
    * Qt/Mac (Mac(r) OS X, 10.3 and 10.4)
    * Qt/X11 (Linux(r), Solaris(r), HP-UX, IRIX, AIX, many other Unix variants)

We should probably investigate this.  Wish I knew how many users have
Win98, it'd be nice to drop it (if only for security reasons).
