More than that:
- Some functionality missing (usually introduced in Windows 2000 or 
Windows XP Service Pack 2).
- Different behaviour than on Windows NT line (even for base 
functionality, including basic messages).
- Much worse stability and resource handling.
First two issues may eventually lead to coding two different versions of 
code - one for legacy Windows 98/Me, possibly also for Windows NT 4.0 
and the other for Windows 2000/XP/Server 2003/Vista/Server 2008.

Additionally (not directly concerning Psi):
- Windows 98 is almost 9 years old now.
- No built-in support for USB storage devices in Windows 98.
- No support for today large capacity hard drives (I think that 80 
GBytes was the limit for Windows 98).
