Personally I also often like to have "full control" on such settings.
But I think this option as it is, really does more harm than good.

I'd vote for either

- remove the "hide away users" option

or

- disable and grey out "hide away users" option if "show offline users"
option is selected

I doubt there is a good widget for this thing, but one could also say,
that both options should be a single setting with three possible states:
- show only available/chatty users
- show all online users
- show all (even offline) users

But this would have to be done with a drop down menu or radio buttons.
And I doubt these can be well integrated in the toolbar.
