no, it only filters what is already shown.
So if you want to filter only online contacts, enter a string while you
have only the online contacts in your roster.
If you want to filter all contacts, you have to enable "show offline" etc.

Of course you can switch back and forth between "show offline" and
similar while the filter string is active.

And before anyone asks :-)  :
Q: What happens when a new contact comes online while I have a filter
enabled ?
A: the new contact will be shown for maybe a second and then hidden
again if it does not match the filter.
Q: this also happens when I toggle "show offline contacts"
A: yes it does and I still think this was the best way to do it,
   but I'm open to suggestions :)
