That's psi-devel. Paul wanted something similar, but for users
(instead of the forum). The only reason we use a forum is because you
can post with a slightly lower overhead than to a mailinglist, and we
want to keep the threshold for reporting bugs and giving feedback as
low as possible. We do realize that forums are not the most convenient
thing to read, but we figured that the only people that would actively
follow the forums would be the moderators (and developers), and that
all the 'interesting' information for users would come from elsewhere
(like Planet Psi, the front page of the website, ...)

IIRC, we have been looking at forum software that was able to
interface between a mailinglist, but we didn't settle on one yet. If
there are suggestions for better forum software, that is also able to
interface to mailinglist, feel free to post them here.
