[Psi-devel] Tune information not available without plugins?

One of my accounts uses ejabberd server with PEP patches. This makes 
"Publish tune information" in global status selection list (for main 
status button) available. I have this option enabled, (a black border 
around speaker icon appears) and WinAmp running and playing some tune. 
However, nothing appears neither in contact's tooltip nor in account's 
tooltip, nor in XML console.

My question is: Are plugins required for that option to work correctly? 
My builds have included plugins infrastructure compiled in until 
0.11-RC1 (I didn't compile Psi-Darcs for about one month before the 
release of 0.11-RC1) and the feature worked for me well.

If the feature requires plugins, then maybe it would be better to make 
the "Publish tune information" option available only if both at least 
one server [running one of the accounts] supports PEP and plugin 
infrastructure is compiled in.
