How about popping up a context menu on dropping? This way, the user can select 
between copying and moving. If someone doesn't want to deal with the context 
menu every time, he can also use a strg-drag (with the + icon) for copying or 
a shift-drag for moving, which is noted in the context menu.
Konqueror does it this way, and I think you can't miss anything this way.
