Why not use the GUI just like it is, only instead of treating the group
list like radio buttons, treat it as a list of checkboxes (I think this
is more in line with how checkable menu items are intended, too)

Thus a copy operation would be just checking the new group, and move
could be done by a check and an uncheck, or by drag-n-drop.
