I think the URL is for anything appropriate; it's use isn't mandated.

Well, SleekXMPP/SleekBot are actively maintained. Although they don't  
support PEP yet, I know that Fritzy intends for them to do so soon;  
perhaps if there was interest he could be persuaded to do so sooner.  
(It's a shameless plug because I like Sleek and because Fritzy's a  
long-term member of the Psi community who's done a lot for us over  
the years).

It couldn't, it's up to clients how they render it.
