It does, but it can be overridden. Although you'd probably remember doing
that, I think. Anyway, it couldn't hurt to run ldd on the psi executable
just to see if libqca is listed or not (unlisted means bundled).
Most likely, your problem is related to your gpg configuration. What version
of gpg?
