Yes, the balloon could be easier to notice..
But the rocket was bad, because it didn't mean anything. How is a rocket 
related to new message? ;)

options.ui.chat.central-toolbar = true
options.ui.chat.use-expanding-line-edit = false

Maybe I have poor memory, but I think this looks very 0.10-like.
