It is mentioned on the Development page and in the wiki under the
development section.  If you did not think to look there, then that is
sort of "by design".  We intend for developers to find one set of
resources and users to find another (i.e., the Forum).  Most users
don't care about the bug tracker itself, they only care about
discussing the feature or bug they are interested in, and that's why
we have both a feature request and a bug reporting sub-forum.

Is there some need you feel is not being met?  If so, let me know, and
be specific, and I'll see if there's something we can do to meet that.
