Currently, VoIP in Psi is possible by using configure-jingle (as you have 
found).  This enables the usage of the libjingle library in Psi.  However, 
our work with libjingle is incomplete and we have no plans to work on it 
further.

Future VoIP in Psi will likely be achieved by developing our own Jingle 
implementation based around GStreamer, Phonon, and/or Farsight.

If you just want VoIP working in the short term, and only in your own personal 
Psi builds, then I'd recommend trying out configure-jingle and fixing any 
bugs you encounter until Psi works the way you like.  If you want to assist 
the Psi project in making Jingle a standard feature of stable releases, well, 
that's much harder. :)
