[Psi-Devel] Problems with publishing vcard (403 forbidden)

Hello,
I've noticed problems when publishing vcard. There's no problem in PSI 
0.11-rc1.
I am using SVN rev 944.

The problem is when "to" attribute is present.
<iq type="set" to="vip at valkxxxxpl" id="aac3a" >

The server returns: 
...
<error type="auth" code="403" >
<forbidden xmlns="urn:ietf:params:xml:ns:xmpp-stanzas"/>
and new vcard isnot set.

When's no "to", the server returns with no error and sets the data.

I suppose, there's problem with server (jabberd-2.0s11), if yes: can PSI 
detect not to insert "to"?
