Snarl should probably not be a plugin, but - once plugins are enabled,
plugins can be developed swiftly and outside the normal development
cycles - so we could fix up my plugin fairly easily and quickly, and
merge it into core when appropriate. I don't see any long-term reason
for having it in a plugin.
