[Psi-Devel] failing to reconnect on un-suspend (windows)

Ahh ok, yes, that was the cause.  I'm really wondering why this is
broken down so far though.  Seems the three various auto-connect
options could be replaced with one "Reconnect automatically" option.
Somewhat related, I just thought of another way to simplify the UI in
a way [1].  I know it is a non-trivial suggestion but here goes:

- Create a set of global/parent settings that apply to all accounts.
- Individual accounts would take the default if not defined
- If a setting is defined, it overrides the parent setting.

The reason I thought of this was that you could have a single
account-specific option for reconnecting as needed, and it would use
the global preferences you set elsewhere.

[1] I guess it's sort of like Windows Group Policies and that's not
simple at all.  :)
