Yes, they are different, but I think they are not presented in the
best manner, and it is unlikely that the settings would vary per
account.

That's a perfectly good use-case but I think it could be solved in
another way.  For example, some hotkey or button could be pressed to
alter your normal startup routine.

Those sound exactly the same to me from Psi's point of view.  Network
connection lost, reconnect when it comes back.  What difference does
it make whether you are returning from hibernation or sleep?
