I'm not sure I understand the desire for explicit settings, even
per-account, though. Would your workflow still work if each service
independently returned to the state it was in before suspend?

If I've got my work account offline and my personal account online
when I suspend, that's the state I'd expect to see when I wake from
suspend. But likewise, if I've got them both online when I suspend, I
expect them to both try to come back online when I wake from suspend.
With an explicit "do this on wake" setting, that setting is going to
be set wrong some percentage of the time (roughly half the time, in my
case <g>)
