That's not necessarily true - projects with little impact, or which
are fairly pointless (I want to write a new server in Java, no-one's
done that before!) are likely to get modded down. There's at least one
project which was previously on the list (maybe it still is) which was
discussed being removed because it wasn't worth a project.
