Today I've gone through all 500+ open issues in the Psi tracker.  Any issue 
that had a patch has now been targetted to 0.14, and you can view the list 
here:

0.14 now has a whopping 125 issues targetted to it.  Of course, some of these 
aren't patches, but are tasks deferred from earlier versions.  And, some of 
the patches may not be valid anymore (e.g. the problem is already solved some 
other way, or the code it touches is obsolete, etc).  However, the majority 
of the issues are seemingly legit patches.  That's incredible.

The next phase will be to closely inspect each issue to see what is reasonable 
for 0.14.  We should set a cut-off date for new patches, so that the list 
does not grow beyond our capacity.  This way we can maintain a realistic, 
measurable goal.

If you don't see your favorite issue in the above list for 0.14, then you 
better submit your patch soon if you want it included.  I'll announce a 
cut-off date soon.
