This would almost certainly happen with 0.12, but it really should not happen 
with 0.13.

I could not reproduce the problem.  Here's what I did: disable networking (and 
clear out /etc/resolv.conf), launch psi, try to connect, get dns error, 
enable networking, try to connect (same psi instance, without restarting), 
connects fine.
