Hey Hal,
perhaps you want to have a look at ssh SOCKS proxy with Putty.
you can a SOCKS v5 Proxy with Putty (so localhost:<yourPort>)
Then configure Psi to use this proxy to connect and you are done.
What you need is, that port 22 (default) is not blocked and you'll
have to run Putty with an open session all the time
and of course any linux server where you can connect to, which has an
internet connection.
